Would it not be wiser to reward ratepayers who do save water rather than spend hundreds of thousands of dollars maintaining a water police. The incentive would create a positive conservation plan. The fines levied will never capture back the amount of overhead the water police will end up spending.

Did you know the water tier system is allocated by zip code and square footage of your lot size? Look at a DWP water rate chart A & B. If you use the entire first tier or not you are going to pay for it. Why doesn't DWP count actual usage so those who use less than their allocated first tier can benefit. The answer to this is DWP wants to turn us upside down and shake every dollar out of our pockets.

Why doesn't DWP set a good example of saving water and turn off the fountains and ponds around their headquarters located downtown Los Angeles. Millions of gallons of water evaporate each year at this site. DWP GM Nahai allowed the million dollars expenditure to go through against his board members opinions and insists on rebuilding the entire pond filtration system and tiles around the building. He called the cost for rebuilding insignificant. What about the waste of water Mr. Nahai? Past GM had turned off the fountain and drained the pond when we had our last drought.
