L.A. city council must block DWP rate hikes

The city council must postpone it's OK to increase the DWP electric and water rate increases until the DWP completes an efficiency study that it's legally required to submit. If they don't then the city attorney or a class action suit should be started against city council members and the Mayor for pushing through the rate increases.

There has not been an over-site committee set up to follow the ratepayers money and make sure it goes to help rebuild the infrastructure. We need an impartial unbiased over-site committee set up by no DWP executives and city politicians. If they don't set it up or at least put Laura Chick's city controllers office in charge of over-site then you know we have been scamed and just call the increase another city tax.
