L.A. city council must block DWP rate hikes

The city council must postpone it's OK to increase the DWP electric and water rate increases until the DWP completes an efficiency study that it's legally required to submit. If they don't then the city attorney or a class action suit should be started against city council members and the Mayor for pushing through the rate increases.
