City Council: elect or appoint?

If Santa Clarita City Councilman Cameron Smyth wins a seat on the state Assembly in November, should the council appoint a replacement for about a year to fill the remainder of his term or hold a special election, which could cost about $175,000?

I think the city should elect because a) we don't live in a dictatorship; b)this country is built on democratic values in which its officials are elected by the people and for the people; and c) I want to run for Smyth's seat.
