Interchange study underway for 14 Fwy in Palmdale

An interchange study of a section of the 14 Freeway that includes three major arterials including Palmdale Boulevard, Avenue R/Rayburn Road and Avenue S will be conducted by the KOA Corp. on behalf of the city of Palmdale to identify short and long-range improvement recommendations for better transportation interactions between these arterial streets and SR 14.

The recommendations will also identify steps required to implement improvements.

The study will address future vehicular demand, traffic operations as well as transit, goods movement and pedestrian-related issues. It will also look at safety, as well as potential neighborhood and environmental impacts.

This project will require close coordination with several jurisdictions and agencies, including the Southern California Association of Governments (SCAG), with whom the city is partnering, as well as Caltrans, Los Angeles County and Los Angeles Metropolitan Transit Authority (Metro).

In addition to the three major arterials, the study will evaluate the areas located between 10th Street West/Tierra Subida Avenue and Sierra Highway, as well as north-south roadways including Fifth Street West, Division Street and Fifth Street East.

"As with many fast-growing communities, proactive planning of its transportation infrastructure is essential for maintaining the vitality of the city," said Palmdale's Senior Transportation Planner Mike Behen. "The project reflects the city's ongoing commitment to transportation infrastructure development."

KOA Corp. is currently developing conceptual alternatives to improve the operations in the study area that may include freeway interchange improvements, widening roadways, local circulation improvements, transit improvements and roadway enhancement/signal improvements including Intelligent Transportation Systems (ITS).

As part of this task, KOA will identify potential environmental impacts per federal and state guidelines including air quality, interagency coordination, public participation, Regional Transportation Plan/Transportation Improvement Plan process, multimodal emphasis and environmental analyses.

Prior to finalizing the report, the city of Palmdale will schedule a community meeting during the summer of 2008 to present the alternatives to the public for review and comment.

In the interim, the outreach will include interviews with several key stakeholders and presentations to local community groups and neighborhood associations. The project is scheduled to end in September 2008.
